As of 6th November, 2023, please note that the Springer Nature cap on Open Access (OA) publishing, per the Read and Publish agreement, has now been reached. This means that no more articles can be approved under the agreement. The cap will reset on 1st January 2024.
Similarly, the Wiley cap is almost exhausted. There are enough pending and approved requests to exceed the cap. No further requests for OA publishing will be possible until 2024.

For those of you who have been making good use of the Read & Publish (R&P) agreements, negotiated with publishers by Council of Australian University Librarians (CAUL), we have some good news on the Elsevier front.
As of 15th June, there is an expanded list of eligible journal titles, for new article submissions. There are now around 1700 Elsevier titles included, which can be identified by title or subject, or at a glance here.
As with all R&P agreements, it is critical that you read the fine print to understand and accept the publishing conditions. For example, some titles remain excluded, some offer discounts-only on the article processing charges (APCs), not full waivers, some have quotas, some have separate, additional charges.
If you’re keen to publish as "open access", we recommend you consult the CAUL guide to see all the journals included in our current agreements, and to review specific conditions for each publisher.

One of the most exciting developments in scholarly communications in recent times has been the rise of Read and Publish (R&P) agreements, or transformative agreements, with publishers. These types of agreements provide authors with the opportunity to publish open access (OA), immediately upon acceptance and free from any transactional Article Processing Charges (APCs).
The Council of Australian University Librarians (CAUL) has negotiated a number of deals on our behalf, with details provided here: https://caul.libguides.com/read-and-publish/home. Regard this guide as the source of truth for the individual agreements and ensure you can see UTAS explicitly named as a participating institution.
Of note, some agreements have caps on article approvals, some include limited titles or only specific publication types, some have additional fees etc. so it pays to check very carefully the details of each deal, as well as maintaining your usual practice of carefully reading every author/publisher agreement before signing.
Tip: As the corresponding (submitting) author, use your institutionally- affiliated email address to aid the smooth approval of your submitted article.

A timely reminder as we approach the end of the year and the completion of many theses, if you are contemplating submitting an article for publication under the CAUL Read & Publish Agreements to which UTAS is a party:
IMPORTANT: check the current reports for each publisher to make sure the 2022 cap hasn’t been met. If it has and you submit your article in 2022, it may not be covered by the agreements, even if not published until 2023.
CAUL’s Read & Publish negotiations for 2023 are still underway, but it is expected the agreements will continue and any applicable publishing caps will reset, in their current or similar forms as at 1 January 2023.
